Go to Google and type in garage editor. That's how 99% of internet users get there info:) Where there is a garage, you can spawn there what ever vehicle you want. You can even pick the color and if it is bulletproof. However, if you have punkbuster, then its not recommended to use, since you could get banned from the games, what support PB. However, garage editor, is for GTA only and i haven't had any problems with it, yet.
The car has been released at the 5th part. However, it is grayish Turismo, and i have them stocked in my garage, so basically that's where i get them. But i guess, if you hang out most of your time at LV, then you will see one on the streets. Or get a garage editor!
actually: "Drive-Thru.Lamp.Post.Mod-Grm" but yeah.. this mod makes the game alot cooler, since i can take corners and not worry about the posts... still i can drive pretty nicely with them as well, just it is alot more fun like this..
