Let me rephrase. How do our utility companies justify their policy that we must remain attached to the grid? I'm sure they don't say something like "we're extortionists... you understand? Give us money... OR ELSE!"
Houses aren't required to be on the grid. In a suburb you have no choice as the houses were built attached. All it takes is a call to your utility that you'd like to turn off your service, and they'll send someone out and disconnect your meter. If you try and steal power by bypassing the meter they'll cut you off at the transformer and take the lines if they want to.
Where I live many houses in outlying areas are not connected to the grid because they either have wind or solar alternatives.
You can make any meter of this type run backwards by winding a few coil turns of wire round a closed iron core and connect coil ends between live in and out on the meter, one way round will make it run forward as normal, the other way round will reverse the meter :-)
That might work for the old-school meters with dials and such, but they have outfitted the homes in my neighbohood with new electronic meters. There is a way, however to reduce your electric bill even with these meters.

Better be sure the customer actually did something to this meter before reporting anyone. False accusations can result in a lawsuit for slander and libel.
@kodiak410a yup, there is nothing wrong with this meter it is a co-generation meter and is a customer owned meter there to register only what the solar panels produce and should run bkwds when in operation.if it were a regular meter it would have a municipality tag and a valid meter # that could be turned in for tampering
Let me get this straight. Your meter ran backwards for a couple of seconds? Was the half cent you saved worth it?

@camsixseven Its impossible to cut off one particular person at the transformer. On any grid a number of large cables feed a great many dwellings.

A co-gen customer is one that has the capability of producing electricity - in this case, a PV array, which the power company purchases from him.
