Looks to me like he's chuckin a piece of lead on the end of a fly line with a fly rod. Probably to be able fish a "fly fishing only" section of the river. I once had a well known steelhead guide in the Pulaski area that we hired for the day, take us to FFO section and hand me a 10wt. rod/reel with slinky weight on the end. He then showed us how to "chuck it" like using a spinning rod. He actually became a bit upset with me because I couldn't get the hang of tossing 1/2 oz of lead w/ a fly rod.

I don't think he's actively trying to foul hook anything from the way it looks... just hasn't got a clue how to cast. Looks like he's too accustomed to using a spinning reel and is trying to cast like he were holding and ultralight combo or something. A couple times it looks like he's trying to use the resistance of the water for a roll cast but hasn't got a clue how to do it.
