The song was written (also co written by) for the "ashtray girl". She threw it over her balcony for the all seeing eyes to see and to pass to him. The entire album Meds was written about her. She didn't mean to let him down...the middle men twisted it all up for greed. "Love and money getting all mixed up". All he had to do was knock on her door! Wonder why he didn't.................legal issues...like she gave a damn about that! ;)
