A winner takes all system is never fair. If there is true proportional representation, the size of constituencies will not matter.

The government has 3 choices:

(1) Abolish GRCs and create more SMCs with preferential voting by condorcet method.

(2) Topping up seats for oppositiion members according to % of votes received.
