I think it was BMW who made a Monowheel (which is what this is) with a pretty powerful engine. It was stable enough and they did some succesfull tests, but the test driver crashed eventually and it had some of the problems you described in the video. It's here on youtube if you want to see it.

As a designer i should say that this is not very well thought. This vehicle is unstable thus very diffficult to drive, and that leads to danger. The concept its way too simple done to work. The engine makes you roll back as you accelerate, and then roll to front again as soon as the counter weight kicks in, so you will swing all the time. Useless...
