Henry, if you are really set on solving this mystery, I found corbin cabinet Lock Co. in the google patent search. There are a ton of patents by this company and if you want to solve this you will have to dig through them.
I tried searching for "Oct. 1931" "101931" and "PAT PB.10.1931" to no avail. The best results was using "Corbin Cabinet Lock Co." as the search term.
I went through about 3 pages, then remembered I was suppose to be doing something else! So sorry, I did not find it!
I believe the technical term for this is "key hole thingy", pretty sure anyhow
