the last part is advertising about the debut of the OVA
the CM itself is about the movie
2 ways to tell
1. the "Shakugan no Shana" title has "Movie" in japanese on top of it
2. sometime in the middle, there is a subtitle saying, "Appearing on big screen" in japanese
and the last part says
2006 december OVA SP will start selling

No, the movie isn't out yet. It comes out in Japan April 2007.
