Voters decide whether their senator is or isn't representing them and their state. If a senator isn't, he's hopefully voted out.

It's not clear what will happen in the 2010 and 2012 elections. The other factor is how much politicians prop up and suck up to the executive branch. If Obama doesn't inspire confidence, voters will vote out politicians that are too supportive of Obama.
