As for the shopping carts I used to work for a retail store and many customers of all different races would steal carts or borrow them long enough to take them to the bus stop and not return them.While I would call this stealing it is not like I don't understand that if you don't own a car this can happen.I have also heard of retail stores that don't allow the shopping cart to leave,It is connected to their floor and can't be stolen easily.
