They probably not an insurgents but the military acted the right way. The other person that run took what he did not expect will happen to him. He should have not ran. He should have just crawled and raised his hands up. If you don't shoot that guy and if he is actually one of the insurgents, he will come back with a vengeance. Trust me. The military did the right thing by administering first treatment to the wounded and called the base to report the situation.

this bus ran a road block and was approaching the marines so they open fire on the bus because it could have been VBIED attack also when the guys got out and ran towards them he could have had a bomb on him..... what would you do if you where in a war zone known for that and something like this happened you would do what you where trained to do and kill them end of story
