In fact, most of the decisions that are taken in the Council don't follow the pattern "big vs. small countries". Alliances are formed according to ad hoc interests, specific industries, geographic situation, demographic similarities, economic problems, etc.

France & Germany were very often at the basis of various EU initiatives but when it comes to voting they don't always have the same interests. Greetz

We must reckon the USSR is not the EU, despite the fact it was a federal superstate, the USSR aimed to create a new ideology. Whereas the EU aims to create a new national identity within the same and triumphant ideology we have today.

Don't forget that a nation survives it's empires, and that fate will not be different from superstates like the USSR for the EU.

Not at all, the EU will need old entities to create a new one, that is the effect of federalization, you put autonomous and pro-EU governments in each state thus you put an influence of that emerging culture over the old dying ones.

Changing is a matter of distance and time. Europe is complex and cannot be centralized on one capital only, otherwise we would have totalitarian measures in place once again.

Federalism is not about imposing but inciting when it comes to education.
