I wouldn't worry about this, kids aren't going to pick up on any nasty secret messages they may or may not be trying to hide in their cartoons and music videos. Adults ideas of what makes an impression on the minds are children are wrong as proved by the ridiculous censorship rules. We're protecting them from the things WE as adults fear and leaving them wide open for the stuff that genuinely terrifies them. Also, girl, Mandy, is notorious for her evil nature and aspirations of taking over the world. She'd probably instigate a NWO herself if she could. The show is funny because of how suprisingly sinister she could be as opposed to Billy, and the uncharacteristically goofy Grim Reaper who is her "friend". In fact, there have been cases of Grim's or Billy's interference stopping her goals.
The characters are obviously "bad" in some cases, and it's painfully obvious to the intended audience.
