It's not a secret easter egg area or something. It's because Sovngarde is a separate world space (with different weather and skybox), so the part where the player can actually walk is surrounded by mountains. I mean world spaces in TES (and in creation engine too) are just flat ground planes and a water plane a little higher. So the rest work (gound-rising and ground-texturing) bethesda had to do by themselves. You just gotta try the construction set and see how it works by yourselves.
