They announce the reservation times 2 weeks in advance and they're always filled within 20 minutes. My friends and I went about 3 times. All the Japanese girls kept giving us mean stares though, because the Japanese guys got kinda giddy whenever we were around.

The owners of Swallowtail did a lot of research before opening their cafe, including surveys of what women wanted as an escape from their hectic lives. While the co-owner DID say that Spas/Host clubs are too expensive, she stressed that she didn't get enough emotional satisfaction from these places to make it worth the money.
Search 執事喫茶, you'll see that the Foreign cafes are always really nice, too.

Do you have an untranslated reference? Or any reference? While it's plausible that someone would stress that their own products are inexpensive but of an equal quality, I highly doubt that a business person would blatantly and publicly say that their own product is cheap (in an 'inferior' sense).
In either case, if you have the opportunity, you should go to both Butlers and Swallowtail-- the first 外国人執事喫茶 and 執事喫茶 . You'll see that both ends of the spectrum are equally nice.

I've heard of this cafe before. But you know what. There's another one where all the waiters are Japanese and it's super popular. They announce the reservation times 2 weeks in advance and they're always filled within 20 minutes. My friends and I went about 3 times. All the Japanese girls kept giving us mean stares though, because the Japanese guys got kinda giddy whenever we were around.

Well I don't think this is to far out of line. If you think about it, there are a bunch of places like this for men in Japan. Maid Cafes where the waitresses call the men master. So some women may like the same treatment. It makes sense that Japanese men would not want to do it. I doubt any of those ladies and waiters hook up. It's just a break from reality.
