Oh for goodness sake. If you see the WHOLE interview you would see that she is making a mildly joking point that many don't know what the VP does and that part of the reason is the VP job changes with each presidency. It has some core duties but much of the job is defined by the sitting president. She goes on to comment a bit on what she and MCCain plan for her role.
In the debate a few days ago she reiterated that it was not intended seriously but of course it gave a soundbyte to media.
