He went to see if Gale died when she crashed and he possibly saw Stu looking to see if Gale was dead, then he saw Stu looking to see if Tatum was dead. He was more or less following Stu around and working out if he was the killer. This shows that Billy was the one who attacked Sidney in the car. Randy was running away from Stu to tell Sidney that Stu is a killer, Stu chased him and that leads up to 5:36
