Bolivia is is now implementing socialist-captilist hybrid policy like China did 20 years ago and now China rebuilt it's Empire from 3rd world conditions.Like China Bolivia will only let a few scientists from the West (Europe/Asia) in but must educate and train the Native American workforce and reject immigant workers from those countries to prevent colonialism and slave labour like what;s happening in Africa. Like China I hope a modernised Inca Empire rises from the ashes.

Well I read up they are do it alone through a prosess called "Trial and Error" just like how Europe and Asia developed technology in the past centurties.
