I have yet to hear more than 23 seconds of this speech. It's hard to tell exactly what all was being said. Why is everyone clapping through the entire clip? There must have been something said at the beginning to rally the applause. This is a very deceptive technique in speaking. You say something to get people nodding their heads in agreement and slip in underlying proposals that would otherwise shock them.

He was talking about how civilians can make us safer by being involved in humanitarian projects overseas. Taken in its entirety the speech lays out how Obama plans to deploy civilians with the military and/or bribe countries with freebies. The entity created would be massive (like a 2nd Dept. of Defense) and how we'd fund it I have no idea. It'd employ translators (needed for most foreign missions), engineers, agricultural experts... everything needed to build another country instead of working on the USA. Given the nature of current conflicts, its a good way to supply terrorists w/hostages, too.
