I think it means "Rich Urban Biker". But I could be way off. Typically you might be called it if you spend a lot on aftermarket parts that you didn't make/machine yourself.
Check out my night train. I racked the front end and lowered it 2 1/2. I think a rack kit lime mine will get you the look you are going for. Mine has an 18 degree rake with 2" over tubes and the whole bike is lowered 2 1/2". It rides as good as it looks to. I have a video of it on here. Check it out and let me know what you think.
