Repentance (in regards to salvation) is turning to Christ alone for salvation, and that is all.
Personally, I think Jesus responded to the rich young ruler the way He did to prove a point. We cannot earn salvation on our own. I know some say salvation was different before the cross, and I don't know which I believe, but either way, a person who sees himself as a sinner needing a Saviour and then asks Jesus Christ to save them will be saved. :)
Also the word repent is often misunderstood and misused and confused but God's Holy Spirit will make the right interpretation of it. In Matt.19:16, the Lord is trying to get the young man to recognize His Deity and that he didn't keep the law since he clearly broke the 1st commandment (vs.22 cf Col.3:5)
