I agree, but I've never argued that it should be voluntary: you need fiscal and regulatory measures also.

However part of that involves changing the hearts and minds, and that is what this was about

Climate change is far too urgent and serious to depend on asking people to voluntarily reduce their carbon footprints. I really don't see the point of relying on a strategy that obviously bound to fail.
