From this clip u can't prove Peter is getting his powers back. It seems healing people as a paramedic is draining his own life force out of him.

Peter's power might evolve into keeping multiple abilities, because after all, he got his power last. It's the same with everyone else, they evolved, Hiro can do it without the sword, Sylar can get powers without killing, Tracy morphing into puddles etc.
