Yes, the "flicker rate" is just the refresh rate. u can usually set the monitor to different refresh rates but nothing significantly better. Some high-tech monitors do get above 100 refresh rate. The content doesn't really mater it will have the same trance affect on your mind just that obviousely u try to avoid being subjected to too many "Bad" influences. Worst thing though, in that trance state you don't use critical thinking.

Early computers tend to put out a lot electromagnetic radiation. Long bus cables and poorly ground circuit boards made good attennas for sending out radiation. Tv style monitors were just as bad with the flicker. The monitor and computer were usually in close proximtiy to the head. Being exposed to this for long hours everyday was not good. The brain has neural and chemical mechanisms in it that can controll blood flow to different parts of brain. Increase blood flow and there will be increased neural activity. If you decrease blood flow it decreases neural activity. Decreasing neural activity causes effects like not being able to focus very long, poor judgement, lack of attention, not being able to comprehend what is heard or what is read. Increasing blood flow is good for thinking purposes.
