Everyone has to have the MGGS in order to grapple around. Only one needs to have the red crystal, though, keep in mind, as soon as that character gets their datacron, they lose their red crystal and won't be able to open the door anymore.

You'll need, at minimum, two people to have the MGGS. The item is mailable, so one person can buy it, mail it, buy another, etc (since it's Unique, you'll have to do one at a time). I recommend everyone having it, though; makes it much more simple. The red crystal you only need one person to have, but if anyone dies, the person with the red crystal will have to go let them in.

Damn the bugged switch. Some Guildies and me tried getting this for 2 hours last night but the grapple location kept sending us into space.
