@xobriliantbrunettexo because Seiya actually is a girl, but is physically transformed into a man when disguised on Earth. Sailor Uranus is a woman, but likes to dress like a man, they explained that in the first episode she met Usagi and Minako in the S series :) hope that clears up the confusion!
