The inconsistency of the computer to track colored faces isnt rooted in motives or agendas.

The problem is born out of the way light is reflected and refracted. Its self evident that recognizing blacks is more of a technical problem than tracking white people.

In this instance the fix wasnt to improve the technology as they have already tried that but 'dumb' down the computers ability to detect whites to the point that it detects blacks.

What happened was that the lighting in the room (way up there and pretty far back) was not close enough.
