@kaiteergul If you're asking why Cirno is always related to circle nine (⑨), it's because in PoFV, Cirno's childish nature and stupidity was confirmed by several of Cirno's lines, and in that same game, in the instructions saying what each part of the screen is, it labeled "enemy/other player" with ⑨, and Cirno was the enemy in the picture. ZUN did know of the joke, as he labeled it to literally translate as "9. Moron", and he did the same in Hisoutensoku. Thus, ⑨ became baka (バカ).

As a joke, ZUN added another screen right next to it, with a picture of Cirno's game sprite. It was numbered "9", and was listed as "Baka" - idiot.

As such, her association with the number 9 had been cemented.
