This looks a bit like George Duning's animation from Yellow Submarine, but not as polished; I think it was done by Fred Crippen and Pantomime Pictures (of "Roger Ramjet" fame).

This was on Sesame Street Episode #198 (letters L, O and Number 3)- Big Bird Opens Hooper's Store on Noggin. I was waiting for that "classic Sesame Street" cartoon. Thanks for posting. Please do not remove this clip.
