These are all deliberately innocent sounding "buzz words" used by the government (just a group of people with heavily armed body guards) to arbitrarily tell the rest of us what to do. Of course, that has no place in America ... except as carefully limited and spelled out in our U.S. Constitution. (It's a good read -- try it.)

It's all about (illegal) power grabs.
