I like how Obama "declined" to visit wounded solders because the Defense Department told him he could only do so in his capacity as a U.S. Senator. When he found out he could not bring a film crew and a press pool of media along to worship him, he canceled the visit. Obama was in Germany because he is running for President but any U.S. Senator is always welcome on any U.S. military base. The problem is what they want to use that visit for. For example, Air Force Instruction 35-101 (Public Affairs), para. 8.6.1.2.2 prohibits activities on Air Force bases that are "for the purpose of soliciting votes in a political election." Since Obama couldn't bring CNN and others along to worship him, he scrapped the visit to the military hospital.

Obama's trip to Germany was a campaign trip for his Presidential campaign. He flew there in his campaign plane with his campaign staff and later sent out an e-mail to supporters that highlighted his speech in Berlin. It included a link for on-line donations. He was not there as just one of 100 U.S. Senators.

It is obvious that Germans cannot vote in the U.S. Presidential election, but Obama's visit was not a fact finding trip for a Senator or as a tourist wanting to purchase a BMW. His speeches to large crowds and his promise to grant interviews to American media who came along was for U.S. public consumption. He is the most inexperienced individual ever to run for President and this trip was to make people think he understands foreign policy.
