OK all you little peeps out there, take into considerations that if u want a PERFECT, and i mean PERFECT character u need to know that some SPECIALS boosts ur stats like luck does, and what u want to do it make it so that all your stats come out to be 50-60 and have ur lockpick and computers at high so u can get those skill books you normally wouldent be able to get. its a very complicated process and its confuzeing, so please dont ask me HOW to do this ._. i may make a guide on it.

What happens when your skill are maxed out upon leveling up does it let you go straight to the perk screen...or are you stuck on the level up skill point screen. I would appreciate a quick response as I have been wondering about this for weeks now, and I can't get a straight answer online.
@TheRoyandre Thanks I really appreciate it I have had to restart this game so many times (because of stupid decisions and because I wanted to do a mission a different way). I would hate to have to restart it because of this.
I usually tend to get perks that are good for the time being but at the end of the game I'll have about two or three useless perks for one reason or another. One such example I have high luck (9) at lvl 19 because of the 8 ball, Lucky's Sunglasses, Ranger armor, and of course the bobble head Making finesse useless for me now, but early on I thought it was great.
@TheRoyandre If I ever get "Broken Steel" I'll get the even ground perk (I think that's what it's called) and raise all my specials up to 9. With all the extra stuff that boost specials (Lucky's sunglasses, Poplars Hood, Vance's overcoat, Lucky eight ball etc.) it will boost about half of my specials to 10.
I simply don't allow myself to get injured so I tend to save a lot and if I get injured I just reload so any perk that benefits my characters health is useless. Plus I have good armor, and a ton of Rad X/Rad away so I don't need to worry about radiation. In my opinion animal friend(1) is a great perk because I don't have to waste time dealing with low lvl enemies...with the exceptions of Radroaches and Bloatfly's of course...fucking useless enemies.
@Renma2010 I agree.Also i take the perk becourse you want spend time get skillbooks and not raise xp..so i get my skills early in start(so i can get the perks i want.you will have high skills already with low xp..
I agree useless enemies dont need raise your xp.and save you for ammo use..and waist time.
Yeah do that or simply just get to level thirty and choose the almost perfect perk and then collect the bobble heads and choose whatever perks you want before going to level thirty and if your unlucky and dont have enough pick skill just get dogmeat and have him take the items worked on my second playthrough.
@DamianKenny8 my skills are 100+ so i can get it myself..I have a guide and since i playd the game 8-9 times (fully) i have no problem find what i want..
but did you know that having him in party he takes away your critical sneak hit chance.
mean you reduce the chance down enemies..so instead of pay attention try keep him alive its better use time to take out your enemis 1 shoot.My character is at end so good that i kill a deathclaw with only my hands,he never see me.
solar perk is actually not that bad..you can walk around and nott bother use the stimpaks,about night time,,simple you choose when to go dark/light..easy way is,when it start get dark wait for 12 hours then you travel daylight all time..you see bettter and you dont need use money on stimpak or use them at all.in new vegas thue its not a perk i recomend

AND at level 2 you Take perks black widow / lady killer the other perks avalible at this point only raise skills by 5.
so better use it on intense training..I say this even on tube i think..I understand its not a good perk,(but still the best perk at level 3,since you dont have any good perk avalible at level 3.

So tell me what is the best choice..(so those perk is waist yes) intense training YOU ONLY use 1 time (at level 3) I know its NOT a GOOd perk put only perk that have any value for you..Exept the Lady killer/black widow.that perk you take in level 2.
@TheRoyandre Yeah it's lame but something you should know, Solar Powered is the most useless perk ever in the entire game, like +2 health every like 5 sec. and +2 strength in direct sun light. 1) You're suggesting the Almost perfect and 2) Thoughout the game like 50% of time is going to be spent inside, that and there'a something called Night.

why did you get a shoting/close combat/useless perks you could be beter with shoting. you have perks that dont get full use of them like perk 11 and 13.

the point is the enjoy the game and dont miss a thing..I found every marked place in the game,still you have many unmarked places,that the explorer will not help you with..and you miss.
If you check the official guide you will understand my point.Explorer you use maybe 1 time you play..before the wiki was updated.( 1week the game was out)
"Perfect"?? This is pretty cruddy. You should get lots of intel for more skill points. Get explorer ASAP for more sidequests. Getting silent running lets you run, making the traveling a lot more easier. Last, Dogmeat is my homie, so stfu. :D

@CheeboRobo the way to make a perfect character is to use perks that you can use AFTER you max everything such as commando or action boy. Perks like intense training, Here and Now (dumb perk), and gun nut that raise skills and special is useless since you can max them very easy through the 25 skill books combined with comprehension and the "almost perfect" perk at end of level 30. Only exception is intense training at level 3 like this guy said because it all you can choose w/ other skill perks.

A great stealth char it to mix silent running with chinease stealth armor blind and deaf to my presence . i literraly went through the airforce base withought much fights
silence running have no influence with agilety 10+ and skill 100+ and with ch,stealth armor you just waist a perk.trust me i tried with and without.no diffrent..even walk speed.
@TheRoyandre The silent running has no affect on your skills yes but it cancles out the noise you make when you walk around in sneak even if you are inches away from the person you are sneaking by. The chinease stealth armor makes you invisible and impossible to be detected by vision . The only possible way the people find you is if you bump into them or shoot them.
@CpsLock3 true i understand the perk is good.yes but since the chinece stealth armor is avalible its better use perk raise critical hit chance and perk raise you ap skills and i was conside take the perk in the guide..
you can easy use it witout feel you waist a perk..I have used it in 2 walktrough,but after i have all skils max and also stealth armor i feel it not make any diffrent..thats why,without the stealth armor it would be a choice.
it also make you run 5% faster,so feel free take it.
@TheRoyandre What i mean is that in stelth people can still hear you when you are crouched that's why they turn around while in the chinease stealth armor and zero in on your noise. the silent running perk takes that out of the equasion alowing you to freely move crouched withought being heard.

every single perk i picked in the game is something effect me even after im lvl 30, perks like animal friend or mister sandman, not perks that effect stats liek gun nut like he said in the video.
Hey uh question...im level 28 now i beileve...and i tried to choose the Quantum Chemist perk when i hit level 28 but for some reason it wouldn't let me...would someone please explain why. Thank you
honestly why change to ice cold nuka cola. stimpacks are weightless and unless you are rushing through the whole game you should have enough money from scavenging to buy around 10 stimpacks every time you come to town which should be more than enough even on very hard. also you dont always need to use health restoring items. you can also drink water from a pool/river or a water fountain.
If you choose the Quantum Chemist Perk around level 22, you can change every 10 nuka colas in you inventory, into Quantum. If you had purchased a Nuka Cola vending machine prior to this level, you had the choice to make your Nuka Colas "ice cold," which raises the effect from 10 hp to 20 hp and can also create nuka granades( seems great right?). Well, if you have been storing all of your nuka colas like me, they will not convert with this perk, only the ones which are NOT "ice cold." =(
@TheRoyandre Im not sure that I understand you. I am a new Fallout 3 player, so I'm trying to grasp all that I can. My comment was just about the Quantum Chimest Perk not working on Ice Cold Nuka colas, but I will listen to any advice you may have or any pro Fallout 3 players out there. Thanks! =)
@UseYourDisillusions if you are playing the game for the first time then leave the Nuka cola chalange for the end and just keep collecting both normal and quantam till level 22. for health just use normal food/stimpacks which are easy to find. if you run out of stimpacks a lot then scavenge a lot on your adventures. i usually end up having enough money to buy about 25 stimpacks(barter 9) each time i come to town which does not include the 50+ stimpacks i already have found during exploring.
@hommieJMC Thanks for your advice. Yeah, I try not using any stimpack and I have collected mass amounts. I think that I have over 800 of them and so food and rad-water from sources are my main healing process, that is untill it gets too tough. I picked up thye Quantum Chemist Perk because there really isn't anything else that seems like a "must have." I'll save the Nuka Challenge for the towards the end, thanks! =)
@ffinfinity1 I still got the perk because It's kind of cool to pick up 10 nuka colas and then they convert, freeing up weight and qiving you a quantum. I have learned alot on my first run, for example, I will not store any nuka colas in the frige.
@UseYourDisillusions when i think about it, the nuka cola machine sucks balls since i heard that you could give nuka cola to this kid named zipp for some good stuff and NOT iced nuka or that the quantum chemist perk didn't effect it, so i have about 450+ iced nuka colas which are so useless. and i dont see them replacing my stimpacks anytime soon...now i know and plus its nice that i can get infinite quantum now because before that perk they were actually limited to maybe 150 in the whole game.
@ffinfinity1 your correct and yes it is bullshit since the same thing happened to me. I just hope that NEW VEGAS corrects this. BTW, I am writing a letter to BETHESDA right now concerning the PS3 GOTY edition, which is absolute SHIT. It is riddled with freezing issue and is sometimes unplayable.
@UseYourDisillusions it too late now to write to bethesda since fallout is off their hands for now, im just hoping new vegas is more bug free and doesn't screw you half way into the game -,- and i heard that bethesda fix the engine of fallout 3 of some of the bugs and gave it to obsidian before they started making the game so im pretty happy about that bit of news

You use the bulb to in your main room, but the light fades to black an average of 7 times in an hour. The light buld is broke and need sto be fixed or returned. I got an idea, they've had 2 years to go ahead and fix those bugs and crashes right, why would they leave it? i think new vegas will be free-ish of most if not all bugs.

Iron fist is best! You get 5+ damage with every unarmed weapon. So if you take it 3 times and if you're supposed to do 10 damage with the spiked knuckles, you do 25 damage!
I find Puppies and Warmounger helpful perks, because if Dogmeat dies, you can get Dogmeat's puppy to follow you, and Warmounger helps if you don't want to look for the schematics.

u made mistake - in 3:19 u said perks to avoid - iron fist gives DAMAGE not SKILL point with unarmed weapon. i like unarmed weapons {deathclaw gauntle} so i took all three ranks of iron fist- 28dps + 15dam = 41dam in one sec, better than shiskebeb on enemies with power armors (due to the armor piersing ability)
Also perks that raise your hitchance. if its 100% you do 4-5 times ass much damage..So sneak and also perks that gives you advantages in your journey trough fallout..some perks even gives you solutions,that will grant you unique weapons/Items
..some quest even gives you questrelated perks..these perks are very good and perks from (DLC) will make your character superb. So resault is all perks(also best quest perks )taken NOT only to max your skills,,AND not waist your 30 perks(+questperk) with taking perks ONLY will raise your skills(since you only need skillbooks and some education perks to get enough skillpoints anyway.
you mention cannibale perk,yes its good but if you take quest with (blood ties) the THING is to get everything from that quest in 1 round...so you get his coat,get key to village (to get skillboook) and also be nice to the vamiry(brother)htese give you 20 health raise in stead of 1. but if you have solar powered your HP nad with other perk AP also raise all the time......
....point is perk important is perk that will having effect after your special are at max(10) and also skillpoints 100%) remeber you still have alot quest perks to take and after you finish 40-50% of the game...you wait with quest that requires the skills needed,then you take quest that have important start perk in start.

@TheRoyandre the BEST perks are ones that allow you to use your environment to your advantage. and dont end ever. cannibal, fortune finder and scrounger are 3 good examples.
If you understand my guide its should be easy see what perks that required the specials,and only way get all perks avalible is simple point counting..and only way you get them all avalible is set them as i do in the tube..

pretty good but I would make some perk mods: First, i don't need scrounge at 9 (maybe you do). Strong back is good if you carry a lot of shit with u. Nerd rage just isn't useful. Animal friend (nice but not necessary). I like silent running so in your face. You don't max agility of 13 now do you? with light step you don't need the skeleton. Tag is better than nerd rage. No sane person uses unarmed. Before you comment, i found these skills may help build a perfect character but a sucky one.
Well I like it all the same. Plus there were a couple of useless perks you had in there that could be replaced with cooler perks. Plus, i like the stealthy perk, builds character.

With all the extra stuff that boost specials (Lucky's sunglasses, Poplars Hood, Vance's overcoat, Lucky eight ball etc.) it will boost about half of my specials to 10.

I simply don't allow myself to get injured so I tend to save a lot and if I get injured I just reload so any perk that benefits my characters health is useless. Plus I have good armor, and a ton of Rad X/Rad away so I don't need to worry about radiation. In my opinion animal friend(1) is a great perk because I don't have to waste time dealing with low lvl enemies...with the exceptions of Radroaches and Bloatfly's of course...fucking useless enemies.

but did you know that having him in party he takes away your critical sneak hit chance.
mean you reduce the chance down enemies..so instead of pay attention try keep him alive its better use time to take out your enemis 1 shoot.My character is at end so good that i kill a deathclaw with only my hands,he never see me.

solar perk is actually not that bad..you can walk around and nott bother use the stimpaks,about night time,,simple you choose when to go dark/light..easy way is,when it start get dark wait for 12 hours then you travel daylight all time..you see bettter and you dont need use money on stimpak or use them at all.in new vegas thue its not a perk i recomend

AND at level 2 you Take perks black widow / lady killer the other perks avalible at this point only raise skills by 5.
so better use it on intense training..I say this even on tube i think..I understand its not a good perk,(but still the best perk at level 3,since you dont have any good perk avalible at level 3.

@CheeboRobo the way to make a perfect character is to use perks that you can use AFTER you max everything such as commando or action boy. Perks like intense training, Here and Now (dumb perk), and gun nut that raise skills and special is useless since you can max them very easy through the 25 skill books combined with comprehension and the "almost perfect" perk at end of level 30. Only exception is intense training at level 3 like this guy said because it all you can choose w/ other skill perks.

@TheRoyandre The silent running has no affect on your skills yes but it cancles out the noise you make when you walk around in sneak even if you are inches away from the person you are sneaking by. The chinease stealth armor makes you invisible and impossible to be detected by vision . The only possible way the people find you is if you bump into them or shoot them.

honestly why change to ice cold nuka cola. stimpacks are weightless and unless you are rushing through the whole game you should have enough money from scavenging to buy around 10 stimpacks every time you come to town which should be more than enough even on very hard. also you dont always need to use health restoring items. you can also drink water from a pool/river or a water fountain.

If you choose the Quantum Chemist Perk around level 22, you can change every 10 nuka colas in you inventory, into Quantum. If you had purchased a Nuka Cola vending machine prior to this level, you had the choice to make your Nuka Colas "ice cold," which raises the effect from 10 hp to 20 hp and can also create nuka granades( seems great right?). Well, if you have been storing all of your nuka colas like me, they will not convert with this perk, only the ones which are NOT "ice cold." =(

@UseYourDisillusions if you are playing the game for the first time then leave the Nuka cola chalange for the end and just keep collecting both normal and quantam till level 22. for health just use normal food/stimpacks which are easy to find. if you run out of stimpacks a lot then scavenge a lot on your adventures. i usually end up having enough money to buy about 25 stimpacks(barter 9) each time i come to town which does not include the 50+ stimpacks i already have found during exploring.

I think that I have over 800 of them and so food and rad-water from sources are my main healing process, that is untill it gets too tough. I picked up thye Quantum Chemist Perk because there really isn't anything else that seems like a "must have." I'll save the Nuka Challenge for the towards the end, thanks! =)

Iron fist is best! You get 5+ damage with every unarmed weapon. So if you take it 3 times and if you're supposed to do 10 damage with the spiked knuckles, you do 25 damage!

at level 2 you only have this perk that gives you something back..same with the special upgrade at level 3.

but at level 2 & 3 ..you dont have all perks avalible..only the black widow and the other perks avalible at that time gives you only skill raise.(5+) that you gonna get anyway..

@gehnnawarrior13 Lady Killer gives you a permanent increase of 10%in damage to all male enemies. Mathematically, it is an indispensable perk.

u made mistake - in 3:19 u said perks to avoid - iron fist gives DAMAGE not SKILL point with unarmed weapon. i like unarmed weapons {deathclaw gauntle} so i took all three ranks of iron fist- 28dps + 15dam = 41dam in one sec, better than shiskebeb on enemies with power armors (due to the armor piersing ability)

this chareacter has no iron fist or silence running..
If you feel its needed ..be my guest..but after you watch the tube i guess you see how much its needed..(NOT)

yes i agree.
Also perks that raise your hitchance. if its 100% you do 4-5 times ass much damage..So sneak and also perks that gives you advantages in your journey trough fallout..some perks even gives you solutions,that will grant you unique weapons/Items

..some quest even gives you questrelated perks..these perks are very good and perks from (DLC) will make your character superb. So resault is all perks(also best quest perks )taken NOT only to max your skills,,AND not waist your 30 perks(+questperk) with taking perks ONLY will raise your skills(since you only need skillbooks and some education perks to get enough skillpoints anyway.

you mention cannibale perk,yes its good but if you take quest with (blood ties) the THING is to get everything from that quest in 1 round...so you get his coat,get key to village (to get skillboook) and also be nice to the vamiry(brother)htese give you 20 health raise in stead of 1. but if you have solar powered your HP nad with other perk AP also raise all the time......

....point is perk important is perk that will having effect after your special are at max(10) and also skillpoints 100%) remeber you still have alot quest perks to take and after you finish 40-50% of the game...you wait with quest that requires the skills needed,then you take quest that have important start perk in start.

moderatly high (60-100) stats, which can be achieved by simply giving yourself 9 intelligence, ether 8 str if your gonna go for the ants might which gives you one more str point, or 9 if your gonna get the ants sight, which increases your perception by 1. i dont set any stat to 10 because of bobbleheads, of course. but yes, a character with strong stats and many UNIQUE abilities, is 400% stronger than a brute force character with sucky perks, but high skills.

Intel on 9 is NOT a perfect character..same skills at 60%..
a perfect character is a character with skills 100+ specials all 10+
all quest perk taken ,all best perk (perk that give you something back after your skills are at max).
the best perks are not avalible IF you waist your points on intell(skillspoints you get anyway)

@TheRoyandre the BEST perks are ones that allow you to use your environment to your advantage. and dont end ever. cannibal, fortune finder and scrounger are 3 good examples.

If you understand my guide its should be easy see what perks that required the specials,and only way get all perks avalible is simple point counting..and only way you get them all avalible is set them as i do in the tube..
I focus on pick all perks avalible and all best perks(then i think of perk that work AFTER your skills are at max) and never waist point in INTEL. i have it high enough to get enoug skills point...

pretty good but I would make some perk mods: First, i don't need scrounge at 9 (maybe you do). Strong back is good if you carry a lot of shit with u. Nerd rage just isn't useful. Animal friend (nice but not necessary). I like silent running so in your face. You don't max agility of 13 now do you? with light step you don't need the skeleton. Tag is better than nerd rage. No sane person uses unarmed. Before you comment, i found these skills may help build a perfect character but a sucky one.

all i say is check my character tube involve fightstyles..
the character has NO silence running..then after look at the tube you can ask yourself if silence running is needed..

Well I like it all the same. Plus there were a couple of useless perks you had in there that could be replaced with cooler perks. Plus, i like the stealthy perk, builds character.

I take perks that give you something back After you pass max level..and sorry to say silence running is not 1 of them(sonce ahility are 10+ and sneak allready are 100+ you will move the same way(silence)...about perk well i guess some it what you prefer,but point is take all perks that give you hitchance 100% in all styles.
