I know this would be our typical reation, but should we give to those who rob us and reach out and say, here, take this more than you came for as well?
I think you are taking this out of context. The verse would be:
Matthew 5:40 And if any man will sue thee at the law, and take away thy coat, let him have thy cloke also.
If someone wins in court against you, obviously you were thinking wrong, so to reconnect to your brother give him extra. It has nothing to do with robbery. I see your point, but are you just rewarding bad behavior? What would happen if you said, "Sorry I have no money, would you like some tea?"
Actually I was thinking of the verse in Luke chapter 6 that reads 29 And unto him that smiteth thee on the one cheek offer also the other; and him that taketh away thy cloak forbid not to take thy coat also. So I didn't quote it exactly right, but in this verse there is nothing about suing in court. It seems to me that this is somebody stealing or taking from you . I'm not saying how it should be applied, I'm only asking how it should because it's confusing in a situation like this.

I think you are taking this out of context. The verse would be:
