Why does the USA only use AM. In Europe we use FM. AM is illegal here, we did use AM boxes illegally back in the 1970's but I'm wondering why you still want to use AM when we have FM and it's clearer.

@JasonDolan I agree that FM is much more clear and just to add that mode along with using the same frequencies would not be that hard. But here it is in a nutshell. The US governing body for radio's and such, FCC, is a huge bureaucracy that it makes it impossible to make any kind of significant change unless you are a powerful lobby group that has political and monetary influence. This is how it is with all of our government.CB radio here in the US does not involve that type of organization.
