You have a point. Once created, any government agency has a primary mission to protect its own existence, regardless of the regime in power. Bureaucracies will expand their rules, procedures, and scope to entrench themselves into the fabric of government.
Therein lies the irony: the previous party in power forgot this cardinal law of bureaucracies. Like the proverbial canned worms, once created they cannot be undone. The old party created a situation that they would be unable to contain.
