Actually, it is going to include master quest. (For those who don't know, its OoT with redone dungeons and its harder) They are also adding a thing where you can battle bosses again. :) Other than that they are going to make it just like the original. :D

what he does is stays around the bottom, and then once every few minutes he'll move around.

The trick is to get the sinking lure, cast it in front of him while hes at the bottom, and then when he starts moving wiggle and reel it slowly in front of him, with a few zillion trys he'll see it and bite,

Once you get the Golden Scale, IIRC. Basically, catch a 20-pound fish with the Floating Lure (or get the Sinking Lure and talk to the guy immediately after) and show it to the guy. (If you used the Sinking Lure, make sure to talk to him before attempting to catch the fish.)

Sinking lure is too easy and not as fun. You can catch it with the regular lure: the Loach will sit in the middle, and work it's way to the top of the pond. It will make a noise when it does. Don't bother trying to catch it during this time. Eventually, the Loach will make its way over to the left side lily pads. This is when it's hungry. Cast your line towards it, if another fish bites, don't touch the stick, this won't scare the loach off. Eventually, he'll bite the line. Easy.
