- Have you reset your iPod:
Press and hold the On/Off Sleep/Wake button and the Home
button at the same time for at least ten seconds, until the Apple logo appears.
- Do you have the FaceTime app selected to be restricted ? This "hides" the app and prevents using or even seeing the app. Go to Settings>General>Restrictions
- Next would be to restore from backup via iTunes
- Last restore to factory defaults/new iPod via iTunes.
