I confirm tb303 is closer on a rough first estimate to a -18dB/oct filter so ... 3 pole.

To be closer to the original filter, use 4 times 6dB/oct filters with a slightly freq offset on the first pole. It will not go perfectly to a 4 pole filter and tend to respond like a 3 pole.

Then, you can try to make a nicer filter with an overdrive or analog clip instead of going crazy on the resonant kind of thing.
