As I understand the current rules, if the attacker commits fully to a throw and has their back to the defender the defender at that point (and not while the attacker is moving in) use a throw that includes grabbing the legs. Usually your standard te garuma counter (in real life, sukui nage is brilliant).
Do a search on "nick tritton" then watch some of his matches. When he does this move he picks them up and front flips through the air. So badass. Canadian olympian at 73kg. Also was a national wrestling champ.
Te-Guruma (Hand Wheel) is an extension of Sukui Nage (Scoop Throw). Both throws scoop the opponent up but are differentiated by the wheeling action and the entry positions.

@dvsn23 It is legal, but not if you attack first. You have to take over the attack of your opponent. If you do so, this sure is legal.
