The reason because a Korean Born in Japan isn't automatically a Japanese Citizen upon birth is because their Parents or Grandparents CHOSE not to be Japanese citizens in the first place after Japan lost WWII. If Korean born Japanese naturalize into Japanese citizens, then these rights are accessible to them.

The reason because a Korean Born in Japan isn't automatically a Japanese Citizen upon birth is because their Parents or Grandparents CHOSE not to be Japanese citizens in the first place after Japan lost WWII. They get limited rights because well, their Parents or Grandparens once again CHOSE to be Citizens of Korea while living in Japan. If Korean born Japanese naturalize into Japanese citizens, then these rights are accessible to them.
