Last summer i was sailing an 11 meter long yacht in about same wind speed... We had full main sail and 130% genoa... In 120 angle to true wind we were traveling at max 10.7 knots, normally about 10 knots.
Yes - the Plum Gut and Race are the two "narrows" that allows you leave Long Island Sound. We were aiming at the Race on that day, continuing on to Cape Cod Canal to arrive at Portland, Maine 30 hr later. In this weather it was a week-end sail - very quick

L.I. Sound = Long Island Sound, in NY, the Eastern part near the Montauk point where Atlantic meets the bay, strong tides there...

Actually! that's the Block island sound once you go though "the race" or Gardiner's bay if you go through plum gut.
