The ceramic tiles falling down on people's heads could injure or possibly kill them, let alone the climber falling on them. I'm sure the cops eventually cleared the area below the climber for safety, but what about before they arrived?

It is one of those stupid laws like suicide, which is illegal!. You are only putting yourself in danger (unless he fell on somone) so you should be allowed to do it if you want to. However if one of them fell, it would make quite a slat, which wouldn't be very nice for children to see.
