That is Peter Cetera singing in his lower register. Chicago XIV features only two lead singers instead of the usual three--- just Lamm and Cetera. My *suspicion* is that Cetera's voice is slightly sped down on the first verse (maybe by a half step), to create a different tone. Cetera sings in wildly different styles on this album and they were struggling to create the impression of vocal variety. Compare this to "Hold On" from the same album.
