Can you chose what lara's wearing?

Yes; where I retrieve Lara's journal (in part 1 of this walkthrough), there's a room farther down and it allows you to change outfit, or, by replaying the level you can specify what dress you want.

However, dresses need to be unlocked by finding relics, and you can only choose the replay level option once you completed a section of the game (such as Croft Manor, Peru etc.).
