no he isn't..he's talking as a genuine foreigner who is also black (is he African or Caribbean, i don't know). He and his ancestors have no roots in the U.S., so HE is not an african-american. He's emphasizing that he doesn't like african-AMERICANS, not blacks in general. How many white people of a given country have expressed any disgust or prejudice (rightly or wrongly) for other people of another country because of habits, outlook, or even language, who are also white?
