Pocket tanks does have the ability to touch to aim

Hit the aim/angle button then touch the place in the screen you want to aim at

As for the power... that would get a LITTLE too hard trying to fire at the same spot every time

It was first, before Worms even. I feel tempted to say it started the whole idea, but then again it's not that far removed from other platform games, i.e. the original Mario games.
