The reason why Roxas returned to TWTNW was because Xion wanted him to "Set Kingdom Hearts free" in truth they need to return to their resting place.. The Organisations hearts as they call Kingdom Hearts is merely a group of captured hearts which are unable to return to where they came. She realized Roxas isnt strong enough to face Xemnas so through the Oblivion keyblade she warned Riku to stop him xD

just another theory... maybe namine erased everyone's memories so that roxas wouldn't be reluctant to return to sora in fear of losing any bit of xion he had left in him. this would explain why sora can only weild two keyblades in drive form instead of three. (or maybe it's just because he doesn't have three arms, lol)
