Was the plan of salvation devised before the foundation of the world (Eph.1:4; 1 Peter 1:18-20), or after per EGW (Great Controversy p.347)?

EGW contradicts the Bible by claiming the plan of salvation was devised after the fall of Adam and Eve.

The Sda and Jehovah witnesses have some heresies in common since both originate from false prophet Miller who said Jesus was coming to Missouri.
