No, this is from 1988 a month or so before they began 24 hour transmission (when it was dropped altogether). CTC changed its name to Capital 7 in 1981 just after the station was bought by Kerry Stokes, they became Capital Television in mid 1988 in preparation for aggregation in March 1989. This promo (which had been running several months) had the same closing screen saying Capital 7 and was changed to Capital Television.
This song should be Australia's national anthem!
It is infinitely better than the uninspiring Advance Australia Fair.

This has to be from early 1989, as it uses the "Capital Television" name (which CTC used upon aggregation) with the "Capital 7" logo.
