Technically, yes, Frank did die. If you got the true ending, you'll find out that Frank is infected, and Isabella could only develop a serum that prolonged his humanity, not cure the virus. And the end text says "And yet, he complained that his belly was not full." thus stating he became a zombie. Oh well, this new guy looks more badass anyway lol

Dumbass, Frank didn't die. "Any yet he complained that his belly was not full" is a metaphor used to discribe that he is not satsified with the the information he got from Willamette. He wants more information about the outbreak and what Carlito did with the orphan children. If you look real close at this new guy, he kinda looks like a dressed up Frank. He has the same face as Frank if you put the two next to eachother.
